REMOVAL & INSTALLATION



Instrument Panel Top Pad

  1. Disconnect the negative battery cable.
  2.  
  3. Use a suitable trim tool to pry up each end of the top cover and disengage the retaining clips.
  4.  
  5. Lift the rear edge of the top cover using a straightedge along the rear edge.
  6.  
  7. Lift the rear edge and slide the top cover rearward disengaging the clips to remove the cover.
  8.  
  9. Installation is the reverse of removal. Make sure the two center clips are engaged first, then while placing a finger in the VIN opening, pull towards the pad to ensure VIN alignment.

Lower Instrument Panel

  1. Disconnect and isolate the negative battery cable. Please Refer to Chassis Electrical for disarming and arming of the air bag system.
  2.  
  3. Open both vehicle doors and remove both instrument panel end covers.
  4.  
  5. Remove the floor console shifter bezel and cowl side trim panels, if equipped. If not, remove the instrument panel lower center cover and ash tray receiver assembly.
  6.  
  7. Remove the screw at the ground strap at the left side of the center support bracket. Proper routing of the ground strap is essential for radio service.
  8.  
  9. Open the glove box door and flex the sides of the glove box inboard to swing the glove box downward toward the floor. Remove the four screws at the top of the glove box opening. The New Yorker has six screws.
  10.  
  11. Remove the two nuts from the center support bracket at the ash tray receiver area.
  12.  
  13. Remove the two screws from the center outlet bezel opening and the two screws from the right bezel opening. The New Yorker has only one screw in the outlet openings.
  14.  
  15. Remove the screw from each end cover area of the instrument panel. The New Yorker has no screws.
  16.  
  17. Remove the screws from each end of the instrument panel at the cowl sides, then detach the lower instrument panel from the upper instrument panel, with the tilt column in the tilt up position.
  18.  
  19. Unplug the following electrical connections:

    Trunk release switch
     
    Glove box light switch
     
    Radio and antenna
     
    Heater and A/C
     
    Ash tray light

  1. Remove the left silencer/duct under the instrument panel.
  2.  

To install:
  1. Installation is the reverse of removal with the following precautions:
    1. When installing the lower instrument panel to the upper instrument panel install the center two screws first and work from the center out. Tighten the screws to 25 inch lbs. (3 Nm).
    2.  
    3. Open the glove box to gain access to the screws attaching the lower instrument panel to the module bracket. Tighten the screws to 25 inch lbs. (3 Nm).

Upper Instrument Panel

See Figures 2 and 3

  1. Disconnect and isolate the negative battery cable. Please Refer to Chassis Electrical for disarming and arming of the air bag system.

  3. Open both vehicle doors and remove both instrument panel end covers.
  4.  
  5. Remove the floor console shifter bezel and cowl side trim panels, if equipped. If not, remove the instrument panel lower center cover and ash tray receiver assembly.

  17. Unplug the following electrical connections:

    Trunk release switch
     
    Glove box light switch
     
    Radio and antenna
     
    Heater and A/C
     
    Ash tray light

  1. Remove the left silencer/duct under the instrument panel.
  2.  
  3. Remove the instrument panel top cover. and right and left A-pillar trim panels.
  4.  
  5. Remove the body control module at the right end of the instrument panel.
  6.  
  7. Remove the left outlet duct.
  8.  
  9. Remove the steering column shrouds and unplug six electrical connectors. Slide the wiring trough retainer off of the trough and stow the wiring connector away from the steering column.
  10.  
  11. Loosen the two lower screws and the two upper nuts on the steering column assembly and lay the column on the floor.
  12.  
  13. Unplug and tag the following electrical connections:

    Power antenna and cable at the right cowl side
     
    Body wiring at the right end of the A/C unit
     
    Three ATC unit connectors at the center of the unit
     
    Ground wire left of the center support
     
    Data link connector at the left brace
     
    Two air bag diagnostic module connectors
     
    Three in-line bracket connector including 40-way jack screw and remove the hazard relay
     
    Four outboard connectors to the junction block
     
    Headliner connector at the top panel

  1. Remove the two panel attaching bolts at each cowl side and one bolt from the center support bracket. Remove the five panel attaching bolts along the top of the panel.
  2.  
  3. Remove the upper instrument panel rearward off of the lower attaching studs.
  4.  

To install:
  1. Install all instrument panel components to the panel and tighten the screws to 20 inch lbs. (2 Nm).
  2.  
  3. Install the passenger side air bag module to the instrument panel and pad assembly and tighten the screws to 35 inch lbs. (4 Nm).
  4.  
  5. The remainder of the installation is the reverse of removal with the following precautions:
    1. When installing the lower instrument panel to the upper instrument panel install the center two screws first and work from the center out. Tighten the screws to 25 inch lbs. (3 Nm).
    2.  
    3. Open the glove box to gain access to the screws attaching the lower instrument panel to the module bracket. Tighten the screws to 25 inch lbs. (3 Nm).
