1990 Caprice
  1. Turn the wheels of the vehicle to the straight-ahead position and set the ignition to LOCK . Disconnect the negative battery cable.
  2.  
  3. Remove the steering pad attaching screws. Lift pad up and remove the horn lead by pushing in on the insulator and turning counterclockwise.
  4.  
  5. Remove the nut retainer and nut, and remove steering wheel with suitable puller. Remove the shaft lock cover.
  6.  
  7. Depress the shaft lock using tool J-23653 or equivalent. Remove the shaft lock retaining ring, the shaft lock and the shaft lock cover.
  8.  
  9. Remove the turn signal canceling cam and spring assembly. It may be necessary to turn the multifunction lever to the RIGHT TURN position. Remove the upper bearing spring, seat and inner race.
  10.  
  11. Rotate multifunction lever to the RIGHT TURN position and remove the screw and multifunction lever actuator arm.
  12.  
  13. Remove the wiring protector and hazard knob. Disconnect the switch wire connector at the lower end of the steering column.
  14.  
  15. Remove screws attaching the switch to the housing. Pull the switch out. If equipped with cruise control, the wiring harness will have to be carefully pulled up through the gearshift lever bowl of the steering column. If wires must be pulled through the column, attach a length of mechanic's wire to the connector to aid in reassembly.

To install:
  1. Gently pull the wiring harness through the steering column.
  2.  
  3. Attach turn signal switch to the housing using screws. Tighten to 30 inch lbs. (3.4 Nm).
  4.  
  5. Using screw, attach the multifunction lever. Tighten screw to 20 inch lbs. (2.3 Nm).
  6.  
  7. Install the inner race, upper bearing seat and upper bearing spring.
  8.  
  9. Install the turn signal canceling cam.
  10.  
  11. Using tool J-23653-B or equivalent, depress the shaft lock and install the shaft lock retaining ring.
  12.  
  13. Attach the shaft lock cover and steering wheel.
  14.  
  15. Tighten steering wheel retaining nut to 30 ft. lbs. (41 Nm) and attach nut retainer.
  16.  
  17. Attach the horn lead in cam tower by pushing inward and turning clockwise.
  18.  
  19. Attach steering pad with attaching screws and connect the negative battery cable.
  20.  

1991-93

If equipped with an air bag system, make certain to follow the recommended Disarming and Coil Centering procedure before and after repairs.

  1. Disable the Supplemental Air Restraint (SIR) air bag system.
  2.  
  3. Remove the Torx® screws from the back of the steering wheel, disconnect the connector and remove the inflator module.
  4.  


CAUTION
To avoid personal injury when carrying a live inflator module, make sure the bag and trim cover are pointed away. Always face the air bag assembly up, and never carry the inflator module by the wires or connector, otherwise personal injury may result if the module should deploy.

  1. Disconnect the negative battery cable.
  2.  
  3. Remove the locking nut and use a suitable puller to remove the steering wheel.
  4.  
  5. Remove the coil assembly retaining ring and allow the coil assembly to hang.
  6.  
  7. Remove the wave washer.
  8.  
  9. Remove the shaft lock bolt guard:
    1. Turn the ignition switch to the RUN position.
    2.  
    3. Rotate shaft so the blocking tooth is at 7 o'clock and bolt guard screws are accessible through large slots on lock shaft.
    4.  
    5. Loosen screws on lock bolt guard and remove.
    6.  
    7. Return ignition to the LOCK position.
    8.

  11. Remove the shaft lock retaining ring using tool J-23653-C or equivalent.
  12.  


CAUTION
Use a1/2inch wrench to hold the shaft of tool J-23653-C or equivalent, stationary when releasing the nut. Failure to do so may cause the tool to fly off and cause personal injury.

  1. Remove the shaft lock, turn signal canceling cam, upper bearing spring, upper bearing inner race seat and inner race.
  2.  
  3. Turn the multifunction lever to the RIGHT TURN position and remove the multifunction lever and hazard knob assembly.
  4.  
  5. Remove the retaining screw and signal switch arm.
  6.  
  7. Remove the wiring protector from the steering column then disconnect the switch connector.
  8.  
  9. Remove the screws retaining the turn signal switch to the steering column, using care not to drop the screws in the column. Attach a length of mechanic's wire to the connector to aid in reinstallation and gently pull wire harness through the steering column.
  10.  

To install:
  1. Using the mechanic's wire, gently pull the turn switch connector through the steering column and attach switch connector to the vehicle wire harness.
  2.  
  3. Install the turn switch assembly and screws. Tighten turn switch mounting screws to 30 inch lbs. (3.4 Nm).
  4.  
  5. Install the signal switch arm and retaining screw. Tighten screw to 20 inch lbs. (2.3 Nm).
  6.  
  7. Install the hazard knob assembly and multifunction lever.
  8.  
  9. Install the inner race, upper bearing race seat and upper bearing spring.
  10.  
  11. Lubricate turn signal canceling cam with synthetic grease and install canceling cam assembly.
  12.  
  13. Install shaft lock and new shaft lock retaining ring using tool J-23653-C or equivalent.
  14.  
  15. Install shaft lock bolt guard as follows:
    1. Turn ignition switch to the RUN position.
    2.  
    3. Rotate shaft until the block tooth is at the 7 o'clock position and bolt guard screw holes are accessible though large slots on lock shaft.
    4.  
    5. Tighten screws on lock bolt guard until they bottom out, then torque to 20 inch lbs. (2.3 Nm).

  17. Install the wave washer.
  18.  
  19. Install and center the coil assembly and retaining ring.
  20.  
  21. Connect wiring protector, if removed.
  22.  
  23. Install steering wheel, and tighten the locking nut.
  24.  
  25. Attach the inflator module.
  26.  
  27. Connect the negative battery cable and enable the SIR system.
