Battery cable from No. 1 Relay to No. 1 Heater is open

Battery cable to the No. 2 Relay is open or has high resistance
 
Intake Air Heater Relay is damaged or has failed

Possible Causes:



Engine vacuum leak in a hose, brake booster or in the engine
 
IAC motor control circuits open or grounded in the wire harness
 
Throttle body dirty or restricted (trying cleaning it and retesting)
 
Throttle linkage or throttle plate not in the correct position
 
PCM has failed

Possible Causes:



APP Sensor supply voltage circuit is open
 
ACCEL pedal position Sensor is damaged or has failed
 
APP Sensor supply circuit shorted to chassis or Sensor ground

MAP Sensor VREF circuit open between the Sensor and PCM

Leaking engine vacuum hose, brake booster, or in the engine
