REMOVAL & INSTALLATION
1990-97 Passat Models

CAUTION
Some models covered by this guide may be equipped with a Supplemental Restraint System (SRS), which uses an air bag. Whenever working near any of the SRS components, such as the impact sensors, the air bag module, steering column and instrument panel, disable the SRS.

  1. Note the radio security code and disconnect the negative battery cable.
  2.  
  3. If equipped, remove the driver's side airbag.
  4.  
  5. Remove the driver's side knee bar A-pillar trim and fasteners, then pull the bracket downward to remove.
  6.  
  7. Remove the driver's side knee bar trim caps, mounting fasteners and knee bar.
  8.  
  9. Remove the parking brake handle and trim by prying down on the release tab on the bottom of the handle and sliding the handle off the lever arm.
  10.  
  11. Remove the center console and console extension.
  12.  
  13. Carefully release the heater control trim panel from its clips and remove the control panel mounting fasteners. Leaving the cables attached, press the control panel down below the instrument panel.
  14.  
  15. Remove the steering column lock tamper proof shear bolts by either drilling their heads off, or drilling a pilot hole and using a bolt extractor. Once removed, lower the steering column.
  16.  
  17. Disconnect the electrical connectors in the center of the dash assembly.
  18.  
  19. Disconnect the ground straps at the left and right side under dash areas.
  20.  
  21. Disconnect the electrical connectors to the instrument panel from the fuse/relay assembly.
  22.  
  23. Remove the trim caps at the side of the dash panel and remove the fasteners.
  24.  
  25. Pull outward and release the clip retainers for the air intake housing at the center of the dash panel
  26.  
  27. Remove the front fasteners from the center supports, loosen the rear fasteners and fold back the supports.

To install:

  1. Installation is in reverse order of removal noting the following:
  2.  
  3. Release the speedometer shaft drive cable in the plenum chamber, and install on the drive cable onto the instrument.
  4.  
  5. Make sure the instrument/dash panel assembly is properly seated onto the alignment pin brackets before installing the fasteners.

1998-00 Passat Models

CAUTION
The models covered by this section are equipped with a Supplemental Restraint System (SRS), which uses an air bag. Whenever working near any of the SRS components, such as the impact sensors, the air bag module, steering column and instrument panel, disable the SRS.

  1. Note the radio security code and disconnect the negative battery cable.
  2.  
  3. Remove the center console.
  4.  
  5. Remove the driver's side airbag.
  6.  
  7. Center and remove the steering wheel.
  8.  
  9. Remove the fasteners in recessed holes of the lower steering column cover and remove the upper column cover.
  10.  
  11. Remove the bolt at the base of the lower column cover and the fasteners on the bottom and face of the cover, then release the column height adjustment lever and remove the lower cover.
  12.  
  13. Remove the steering column switch-retaining bolt, disconnect all of the electrical connectors and remove the switches.
  14.  
  15. Remove the left side dash fuse cover and remove the dash mounting bolts.
  16.  
  17. Remove the driver's side under dash panel fasteners, disconnect the electrical connectors and remove the panel.
  18.  
  19. Slide the articulated steering column cover trim upward and hold in place with a screwdriver handle, then remove the fasteners from the upper inside and outer side tabs of the cover and remove the cover.
  20.  
  21. Remove the fasteners at the base of the instrument cluster, pull the cluster outward and disconnect the electrical connectors and then remove the cluster.
  22.  
  23. Remove the dashboard mounting bolts from the underside portion of the dash on the left and right sides of the steering column.
  24.  
  25. Using 2 Tool No. 3316 radio release keys, or their equivalent, remove the radio enough to access the electrical connectors, disconnect the connectors and remove the radio.
  26.  
  27. Release the trim panel surrounding the climate control knobs.
  28.  
  29. Remove the 8 fasteners located below and inside the trim and around the climate control head, then remove the instrument panel cover and disconnect the electrical connectors. Allow the control head to rest inside the panel without removing or disconnecting any of the cables.
  30.  
  31. Remove the 5 fasteners at the top of the opening above the control head securing the dash pad.
  32.  
  33. Remove the trim and the bolt just below the left lower corner of the glove box.
  34.  
  35. Remove the trim caps from the right lower A-pillar trim, remove the fasteners and release the trim from the door sill and remove.
  36.  
  37. Remove the 2 fasteners at the bottom corners of the glove box door.
  38.  
  39. Open the glove box door and remove the surrounding bolts, then carefully release the glove box assembly from the dash panel.
  40.  
  41. Carefully release the right side dash trim panel, from its clips and remove the mounting bolts, then disconnect the electrical connector.
  42.  
  43. Inspect the dash assembly making sure all fasteners, components and electrical connectors have been properly disconnected or removed.
  44.  
  45. Carefully remove the dash panel assembly from the vehicle.
  46.  
  47. Installation is in reverse order of removal.

A4 Models

CAUTION
The models covered by this section are equipped with a Supplemental Restraint System (SRS), which uses an air bag. Whenever working near any of the SRS components, such as the impact sensors, the air bag module, steering column and instrument panel, disable the SRS.

  1. Note the radio security code and disconnect the negative battery cable.
  2.  
  3. Remove the driver's side under dash panel.
  4.  
  5. Remove the glove box assembly.
  6.  
  7. Remove the rear center console.
  8.  
  9. Remove the front center console.
  10.  
  11. Remove the radio, the center section trim, climate control head, stowage tray, and disconnect the electrical connections and remove the center dash subframe.
  12.  
  13. Remove the driver's side air bag and remove the steering wheel assembly.
  14.  
  15. Remove the passenger's side air bag.
  16.  
  17. Remove the upper and lower steering column trim covers.
  18.  
  19. Remove the instrument cluster.
  20.  
  21. Remove the flanged mounting bolts from the following areas:
  22.  
  23. Left side dash above fuse panel
  24.  
  25. On both sides of the steering column near the joint of the column trim
  26.  
  27. On both sides of the center dash subframe area
  28.  
  29. On the passenger's side foot well area
  30.  
  31. Carefully lift the dash panel out of the vehicle making sure all electrical connector are disconnected.
  32.  
  33. Installation is in reverse order of removal noting the following:
  34.  
    1. Make sure the instrument panel is properly centered.
    2.  
    3. Tighten the flanged mounting bolts to 44 inch lbs. (5 Nm).
