Curt Tow Package for 06 CHEVY EXPRESS 3500 VAN

I noticed immediately after opening the hardware pack and looking at the instructions / diagram that the send 6 Bolts, nuts and square retainer washers. The tow package has 8 holes and my van frame has 8 holes. The last hole on the tow package doesn't line up with the hole in the chassis ; so why is there an extra hole in the tow package if it's not going to be secured ? I guess it doesn't matter ?
